Adobe Photoshop Neural Filters are Adobe Sensei effects inside Photoshop. They are not a separate Windows program and not Firefly Generative Fill. “Neural Filters 2026 full pack” is a fake plugin. You install current Photoshop, then download each filter from Adobe’s cloud in Filter → Neural Filters.

If you searched for “Neural Filters pack,” “all models offline,” or “unlocked”

There is no extra unlocked gallery.

• Update Photoshop from Creative Cloud
• Open an RGB, 8-bit image
• Filter → Neural Filters
• Click the cloud on each filter you need

A 2 GB “all Neural Filters” folder copied into Plug-ins is malware or a stolen model dump. Grey-market packs do not get Adobe’s model updates.

Your Adobe Photoshop Neural Filters download should start in Photoshop

If nothing appears, the app is old, the image is CMYK/16-bit, or you opened Firefly Fill instead.

What to do next

1. Install or update Photoshop 27.x from Creative Cloud.
2. Sign in with your Adobe ID.
3. Open an RGB 8-bit photo.
4. Filter → Neural Filters.
5. All Filters → toggle a Featured or Beta filter → allow the cloud download.
6. Output as Smart Filter if you want to reopen the effect.

Adobe’s public FAQ still documents an older PHSP\23 path; your folder number follows the Photoshop generation. Delete those subfolders only to reset a broken download — then let Photoshop fetch models again. Do not replace them with a torrent.

Model sizes range from under 1 MB (Skin Smoothing) to 650 MB+ (Style Transfer). Stay online for the first use of each filter.

Windows may warn you. Check the publisher.

• Publisher should read Adobe (Creative Cloud / Photoshop).
• SmartScreen on a “Neural Filters Pack” EXE that is not from Adobe — cancel.
• Do not turn off Defender to “enable AI.”
• Do not drop DLLs into the UXP folder.

If the menu is greyed out: wrong image mode, offline with a cloud-only filter, or an unsupported Photoshop build.

Featured vs Beta vs Wait List

Adobe groups filters by status:

• Featured — shipped for daily use
• Beta — still changing; results can be odd
• Wait List — not installed; interest only

Some filters run locally after download. Others (Adobe has cited Smart Portrait / Depth Blur style tools) send work to Adobe’s cloud. No network = incomplete results.

This is not the Firefly credit meter. Neural Filters are Sensei gallery models. Generative Fill is the other stack.

Will it run on this PC?

You need a supported Photoshop 27.x machine. Practical floor matches current Photoshop: Windows 10/11 64-bit, 8 GB RAM (16 GB+ more comfortable), DirectX 12-class GPU, internet for first model download and any cloud filters. RGB 8-bit documents only for the workspace.

Already installed? Creative Cloud → Updates. You do not add a second “filters MSI.”

Adobe Photoshop Neural Filters: install, first filter, and sign-in

1. Open Photoshop 27.x.
2. Open an RGB 8-bit image.
3. Filter → Neural Filters.
4. Toggle one Featured filter. Download if the cloud icon shows.
5. Adjust sliders.
6. Output Smart Filter or a new layer. OK.

If it did not work

• Greyed out — convert to RGB 8-bit.
• Cloud icon stuck — network, proxy, or reset the PluginData folder and retry.
• “Temporarily disabled” — Adobe-side; update Ps and retry later.
• 15 MB “All Filters Unlocker” — leave.

Why this is not a plugin page

• Models are fetched per filter from Adobe
• Updates ride Photoshop CC releases
• Firefly Fill / Image 5 is a different product surface

Keep Photoshop current. That is how you get the gallery Adobe still supports.

Questions before you trust a “Neural Filters download”

Is there an official Neural Filters EXE?
No. Install Photoshop, then use Filter → Neural Filters.

Are Neural Filters free?
They ship with a Photoshop subscription. Some process in Adobe’s cloud. They are not a free standalone pack.

Neural Filters vs Firefly?
Neural Filters = Sensei gallery (colorize, skin, style…). Firefly = Generative Fill / Expand / Generate Image + credits.

Safe?
Official Photoshop + Adobe sign-in. The usual risk is fake “all models” zips.

After Photoshop is current

Update to 27.x. Open Filter → Neural Filters. Download only the models you use.
